It was election day in Rome, and about 1,600 citizens went to the polls, Mr. Lanham said. They approved a bond issue “for public improvements.” Voters in Savannah did the same, according to a report in the Atlanta Constitution. It was an era when there was great interest in civic improvement, better schools and better roads.
